Every year, the 10-day festival starts on January 5th at the ITF Ground in Port Blair with an inauguration ceremony that is graced by the Hon. Lt. Governor. This inaugural event is carried live on DD Bharati and in many other places across the globe.

The ITF Ground transforms into a hive of activity throughout the festival, drawing guests from all walks of life. Highlights of the festival at this location include a floating restaurant, a colorful variety of general retail shops, food stalls, and booths catering to tourists. It also features an exhibition showing the progress of the Island Administration in several areas.The performances by well-known performers from the mainland, such as dancers, famous music bands, Bollywood singers, and other performers, are a primary draw. Additionally, performers from the East Zone and South Zone Cultural Centers are invited by the Art & Culture Department to give performances throughout the outlying islands. A Hasya Kavi Sammelan is also arranged by the official language department to provide humorous poetry performances for the audience.
